Conservation District Funding -Natural Resources Cost Share Program: The Uinta County Conservation District (UCCD) currently has funding available to provide cost-share assistance for natural resource related projects. The purpose of this cost-share program is to develop and implement projects that will improve and/or maintain the quality of natural resources in Uinta County. These natural resources include soil, water, air, plants and animals.
As part of this program, technical assistance is available to assist the landowner in the planning, design, and engineering of the project. Other qualified personnel may be used at the landowner’s discretion to provide technical support. However, all work plans must be approved by the UCCD Board of Supervisors to be considered for funding. In addition, a specific implementation plan and contract will be developed with the selected project applicants. The contract will be between the landowner and UCCD.
Applications are due by the first week of every month. Applicants are required to attend a UCCD board meeting within the month that they have applied in order to present the project and answer questions from the Board. Applications will be prioritized and funding decisions will be made by the Conservation District Board of Supervisors at their next regular board meeting.
When reviewing and selecting projects, the Board of Supervisors will determine how well the project meets the responsibilities of the conservation district as outlined in Conservation District Law, Wyoming State Statutes Title 11 Chapter 16. Other criteria that will be used when selecting projects will include:
An assessment of the landowner’s need for improvement
Resource concerns/potential benefits
Board consensus on the benefits of the project
The cost-share programs main criteria for funding:
The funding will be at 50/50 cost share, 50% local money from the Conservation District and 50% local match (hard dollars or in-kind; ex. landowner time, labor, and expenses )or match from other funding sources. Maximum cost share for this program is $25,000 for one project.
If the project requires an engineered design or other technical assistance, the cost of that technical assistance, if not provided by NRCS or UCCD, will be included as part of the cost share program. UCCD will pay 50% of the cost of technical assistance up to $5,000.
Note:the initial cost of the project is the responsibility of the landowner. The District will reimburse the landowner upon final inspection of the project and after receiving all applicable receipts for the actual costs of the project.
·There will be no cost share available for energy saving projects.
·UCCD encourages producers to participate in available NRCS or FSA programs that meet their project needs.
·In-kind match contributions cannot exceed the cost of materials, based on a labor rate of $12/hour
